I recently found more information about the incarceration of Francis
Cushing in Washington in 1891. The Washington State archives have been a
great source of information, making digital copies of old records
available on line. In 1893, about 200 residents in the Arapahoe,
Nebraska area sent a petition to the governor of Washington, asking that
Francis be pardoned. I've posted a scan and a transcript on my Cushing genealogy web site, under Cushing: Data and Sources. The first page, the cover letter, is shown below.
